Cornwall resident wants handicapped space moved

CORNWALL - For the second consecutive month, Burd Coleman Village resident Susan McLaughlin attempted to convince Borough Council that a handicapped-parking space in front of her house should be moved.

According to McLaughlin, a handicapped parking space and sign was put in about 15 years ago for a neighbor who no longer lives on her street.

"When Mr. Hoover moved into that house, he said he was going to get the borough to move the space," McLaughlin said Monday night. "I came home from work one day, and the town workers had painted out the lines in front of Mr. Hoover's house and painted lines and put the handicapped sign in front of my house - with no notice to me."

McLaughlin told the council that another neighbor who has a "handicapped placard" on his vehicle now parks in the space full-time.

"But, he told me he did not request it," McLaughlin said. "And, he sweeps his pavement and shovels snow in the winter and carries a toddler he watches full-time across the street to his car and has no trouble driving the car. But, after he heard about me coming here last month, he started using a walker to get to his car."

Since Hoover apparently got the space moved, McLaughlin said, she can't understand why the borough won't move it again.

"That's discrimination," she said.

Councilman Raymond Fratini said, "I don't think it was moved for Mr. Hoover. I was here then, and I wouldn't have allowed it. It got moved when the lines were redrawn at some point."

Council President Paul Vranesic said the borough would run afoul of the Americans with Disabilities Act if it move a handicapped-parking space from a spot presently used by a disabled person.

"Whether the guy is not actually handicapped, as you say, we don't have any way of knowing," Vranesic said.

Fratini agreed.

"We will open a can of worms with the public if we move the space without good reason," Fratini said.

Councilman Bob Thomas said council was wasting too much time on the non-agenda issue.

"I advise you to hire an attorney and get evidence that (the neighbor) is not really handicapped," Thomas told McLaughlin. "That's the best we can suggest."

Meanwhile, council agreed to have a road crew go out to the Starner Development to redo a swale that's failing to contain water and mudslides.

Probably the most recognizable picture associated with disability is the "stick figure in a wheelchair" sign which is th International Symbol of Access (see below), also commonly used as a symbol to define disability parking spaces. The International Symbol of Access (ISA), (pictured right), also known as the (International) Wheelchair Symbol, was designed by Susanne Koefoed in 1968 and consists of a blue square overlaid in white with a stylized image of a person using a wheelchair. It is maintained as an international standard, ISO 7001, and a copyrighted image of the International Commission on Technology and Accessibility (ICTA), a committee of Rehabilitation International. Frequently, the symbol denotes the removal of environmental barriers, such as steps, to help also older people, parents with baby carriages, and travellers.
