Lake Macquarie residents living in flats could negotiate fewer bins for themselves and pay by how much waste they produce under the city's new collection regime.Councillors resolved last night for staff to consult with residents and their strata boards to avoid clogging units and townhouses under the new three-bin system.
City strategy director Tony Farrell said the waste, recycling and compost bins of the new system would all be discussed, along with potential "user-pays" agreements.
"This clears the way to user-pays analysis further along," Mr Farrell said.
Everything from small bins to 1100-litre bins would figure in discussion, and staff would factor in which properties were accessible to waste collection trucks.
Cr Paul Scarfe said residents in multi-unit developments produced less than half the green waste of their house-dwelling counterparts.
Without giving them the option for smaller or fewer bins, he said, there was the potential for 30 bins to clog up a 10-unit block of flats.
Cr Kay Fraser said there had been "a lot of angst out there" about the three-bin system, slated to start early next year.
Newcastle City Council rolled out its three-bin system this month, to some confusion from residents about the purpose of the new green-lidded bin.
Cr Hannah Gissane said it was important to give Lake Maquarie residents clarity on how waste would be collected from multi-unit buildings.
"This has been a huge hurdle in this strategy, and it seems like a way forward," she said.
Lake Macquarie's new bin system is expected to cost $1.8 billion over 30 years, and to encourage people to reduce waste.
The regime includes an extra bin for garden and food waste, which would be processed at a new plant and turned into compost.
The system is also designed to reduce the amount of waste flowing into landfill.
Naturally, the cost of the Domestic Waste Service @ LMCC will reduce when the thrid bin is introduced. There will be less waste going to landfill, so there will be a reduction in the State Government Waste Levy. Also, the compost that is produced will be sold at a profit that will further reduce the burden on the suffering ratepayers of the city.
Of course if you believe this you'll believe anything. The full user pays by volume is the way to go.
Lake Mac should be much smarter than Newcastle which has adopted a new 3 bin system that collects more waste, has more pickups, more trucks and huge costs.

Awesome find with the "Suta" but don't you mean Parasuta ?(Edit: Looks like Waruikazi got there first.) . I must disagree with you on one thing, Limnodynastes tasmaniensis are one of my favourite ground frogs to photograph, in my opinion they always sit nice and look good with backgrounds that would make other frogs look ghastly... such as grass. Do you have sufficient flash setup with you camera to photograph at night? If so I would recommend you go out and find a few sitting around at night time which can be generally easy to do in the right places and try and get some photographs without disturbing them (which is the hard part). I really want to get a pic of one calling but they are so bloody easy to freak when sitting as far out in the water as they do at my house. Do you have sufficient flash setup with you camera to photograph at night? If so I would recommend you go out and find a few sitting around at night time which can be generally easy to do in the right places and try and get some photographs without disturbing them (which is the hard part). I really want to get a pic of one calling but they are so bloody easy to freak when sitting as far out in the water as they do at my house.
